Bureaucracy or the Civil Service plays an important part in progress of any place as it is the permanent and professional part of the executive organ of government. It is usually described as the non-political or politically neutral, permanent, and professionally trained civil service.
Pertinently, It runs the administration of the state according to the policies and laws of the government political executive. Upon the qualities and efficiency of bureaucracy depends the quality and efficiency of the state administration. It, however, works under the leadership and control of the Political Executive.
Here in the conflict ridden state of Jammu and Kashmir we have constantly witnessed downslide in efficiency of bureaucracy which has been main cause behind it being among the most corrupt states of India.
Not only corruption and inefficiency but bureaucracy in Kashmir lags far behind in public dealing as every officer almost boasts in false pride without giving the desired heed to the grievances of masses.
It is a matter of pain that public has felt on majority of instances sad and angry over the working of bureaucracy which otherwise should serve public.
Time has come in our part of the world to have bureaucratic reforms so that larger good is achieved.
