Leh, 19 February 2026: The Chief Secretary of UT-Ladakh, Shri Ashish Kundra, today chaired a comprehensive review meeting of the Department of Youth Services & Sports and the 1 Ladakh BN NCC, Leh.

During the meeting, Secretary Youth Services & Sports, Moses Kunzang, presented a detailed overview of the organisational structure and functioning of the Department of Youth Services & Sports.

The review covered key administrative and financial aspects, including the sanctioned strength and vacancy position of non-gazetted posts, recruitment rules, budget outlay and expenditure under the State Development Programme (SDP), State Sector schemes, and the Changthang Development Package.

Special deliberations were held on the Ladakh Sports Policy and the Ladakh Sports Council, focusing on strengthening institutional mechanisms to promote sports across the region.

The Secretary also highlighted major achievements and ongoing infrastructure projects, along with the introduction of new sports facilities such as a shooting range, equestrian riding facilities, squash courts, artificial climbing walls, and other sports initiatives.

The Chief Secretary emphasised the inclusion of structured mountaineering courses to harness Ladakh’s unique terrain and to enhance skill development for local youth. Key challenges faced by the sports sector were also discussed, with directions issued for their timely resolution.

In a separate presentation, Lt Col Alok Pratap Singh, Commanding Officer of the 1 Ladakh BN NCC, briefed the meeting on the organisational structure and authorised strength of the battalion.

He highlighted concerns regarding poor response and participation from educational institutions, details of centrally organised camps, including Annual Training Camps (ATCs), achievements of NCC cadets, and issues related to outsourced manpower at the battalion.

The meeting also reviewed the status of UT State funds and projections, progress of construction works at the NTA Phyang, and the requirement of additional funds for completion of ongoing infrastructure at NTA Phyang, Leh.

The Chief Secretary directed the concerned departments to expedite pending works, strengthen coordination with educational institutions, and ensure optimal utilisation of funds to promote youth development and sports in UT-Ladakh.
