Srinagar, April 16: Syed Haamid Bukhari, an officer of the Indian Corporate Law Service (ICLS) from the 2016 batch of the Union Public Service Commission (UPSC) Civil Services Examination, has been appointed as the Registrar of Companies (RoC) for the Union Territories of Jammu & Kashmir and Ladakh.
A native of Jammu & Kashmir, Bukhari possesses a strong academic background spanning management, law and international relations. He is a management graduate from the Islamic University of Science and Technology (IUST), Awantipora, holds a postgraduate degree in Business and Allied Laws from the National Law School of India University (NLSIU), Bengaluru and has also completed a Master’s in Politics and International Relations from Jawaharlal Nehru University (JNU), New Delhi.
Bringing over eight years of experience in the Government of India, Bukhari has held key assignments in both Srinagar and New Delhi. During his tenure as Deputy Registrar of Companies in Srinagar, he was instrumental in effectively operationalising the Ministry of Corporate Affairs’ field office in Kashmir in 2019, in the aftermath of the abrogation of Article 370.
He has also served as Deputy Official Liquidator attached to the High Court of Jammu & Kashmir and Ladakh. In his current role within the Northern Directorate of the Ministry of Corporate Affairs, he oversees a wide spectrum of critical responsibilities, including corporate fraud investigations, regulatory inspections, Director Identification Number (DIN) scrutiny and certain security-related clearances. He is also closely involved in corporate governance policy matters and leads enforcement actions.
In addition, Bukhari served as the Nodal Officer for North India for the implementation of the Prime Minister’s Internship Scheme. He was further entrusted with protocol responsibilities as Nodal Officer for hosting special government guests during Independence Day 2025 and Republic Day 2026, underscoring his administrative competence and leadership.
