JKSRLM employees’ appeals governor for ‘promised’ reservation

Srinagar, Jan 07: The Jammu and Kashmir State Rural Livelihood Mission (JKSRLM) employees’ posted as Block Programme Managers in different places of State has appealed Governor Sat Pal Malik to assure the implementation of their internal reservations following the department invited applications for the posts for Block Programme Managers BPMs and District Programme Manager DPMs. The written test for the posts is scheduled on 09th of January 2019.
A number of JKSRLM employees posted as Block Programme Managers since 2014 have appealed to the Governor Sat Pal Malik to ensure their internal reservation as promised by the then Mission Director following the department issued an advertisement Notice Vide No: MD/JKSRLM/6/14-Part-1 dated 28-04-2017 seeking fresh applications for the post of BPMs and DPMs.
Having experience of 5 years, the employees said the then Mission Director not only assured to exempt us from the written test but also apprised that only interview would be conducted for the internal candidates who applied for the posts of DPMs, however, later a notice was issued wherein in-service candidates were asked to appear in written test.
“There is a procedure in promotion policy under which internal promotions are given on the basis of potential of the employee or as a reward, however, in our case the department strangely is asking us for examinations which are totally contradictory to the Model/Guidelines of Human Resource of National Rural Livelihood Mission,” an employee said here, adding, the Director and Addl Director were appraised from time to time and recently on 26/12/2018.
The employees said the scheduled date for written test viz-a-viz advertisement Notice Vide No: MD/JKSRLM/6/14-Part-1 is 09-Jan-2019, however, we have decided not to appear in any such examination.
They said we also filed a petition in the Hon’ble Court besides a legal notice was also served to the current Mission Director, however, till date no action was taken in this regard. They appealed governor to intervene into the matter and issue orders of fulfilling the promises made by the department earlier.
Meanwhile, when Onlykashmir[dot]in contacted Mission Director Mr. Abdul Rashid War he said “I’m personally in their favor but I have to follow the norms and regulations,” adding, they should have come with a formal representation soon after the advertisement was published two years back.
He said, at this time, nothing can be done as only one day has left for examinations. When asked about the legal notice served to his office, he said they are free to knock any door, but as far as the rules and regulations are concerned I have to follow letter and spirit.
