Srinagar: The Jammu and Kashmir government has decided to pay ”fixed salary” to new non- gazetted recruits for the first five years before they are entitled to a prescribed pay band and other allowance subject to their good performance, conduct and vigilance clearance.
This new policy will be implemented from November 1, Finance Minister Abdul Rahim Rather said, adding the government was also seriously considering the recommendations of C Rangarajan committee, appointed by Prime Minister Manmohan Singh on a job plan for Jammu and Kashmir.
He said the new ”Fixed Salary Mode” for recruitment to non-gazetted posts would be implemented from November 1, in the state under which recruits would avail service benefits only after completing five years of job.
The non-gazetted recruits would be paid fixed monthly salary equivalent to 50 per cent of the basic pay of the post he or she holds for the first 2 years, and for the next 3 years such an employee would be entitled to receive fixed salary of about 75 per cent of the basic pay .
After completion of 5-years in stipendiary mode, the incumbent shall be entitled to a prescribed pay band and all other allowances as applicable to a government employee subject to ”good performance, conduct and the vigilance clearance.” Mr Rather said the government was working on the recommendations give by C Rangarajan panel on enhancing the job opportunities for youth, adding Government is doing what it has to do at the ground level to implement the recommendations.
The expert group had recommended the strategy for creating large number of skilled jobs. The strategy comprises skill development and direct employment initiatives envisaging improvement in skills through access to education and focused placement- oriented training.
The expert group has also identified sectors having large employment potential to kick-start the growth process in the state.
Mr Rather said New Delhi has approved two set of recommendations which will be implemented by the state government for creating job opportunities for the youth in the State.
The Central government has approved some of the recommendations, he said, adding government is examining all these recommendations.
