Cabinet approves implementation of Victim Compensation Scheme

JAMMU: The Cabinet which met here under the Chairmanship of Chief Minister Omar Abdullah today approved the re-instatement of study leave rules and deletion of SRO-notification 299, dated 03-10-2011, where under training courses beyond 8 weeks where not to be considered for deputation.
Consequently, the Administrative Department will now be competent to sanction study leave within the State While GAD on recommendation of concerned Administrative Department and with the concurrence of the Finance Department would sanction the study leave outside the state within India and for foreign trainings, the prescribed Foreign Training Selection Committee with concurrence of the Finance Department shall consider the study leave cases.
The Cabinet also approved implementation of Victim Compensation Scheme (VCS) in the J&K State. The decision was taken following Supreme Court’s intervention in the matter wherein it had asked the State Governments in coordination with Central Governments to prepare schemes in terms of 357-A of the CrPC providing for compensation to the victims of Crime, particularly acid attacks and also consider making appropriate provisions for regulation of sale of acids.
Accordingly, under the scheme the State Government has created Victim Compensation Fund (VCF) to pay compensation to the victim or his /her dependent, who suffer loss or injury due to crime and require rehabilitation. The Government will allot budget and the J&K State Legal Services Authority would operate funds.
The Cabinet approved creation of 38 posts in Employment Department of various categories by corresponding reduction of 14 posts. The created posts include 4 posts of Management Executive/ Counsellor, 11 posts of Junior Assistants/Computer Operators, 2 posts of Section Officer, 3 posts of Sr Stenographers, 2 posts of Assistant Programmer,8 posts of Head Assistants etc. With the creation of these posts there would be one Management Executive Counsellor and one Junior Employment Officer in each district along with other support staff. This is expected to improve the pace of SKEWPY implementation across the State.
The Cabinet also approved the creation of 3 posts of Superintendents of Police, Pay Scale (Rs 15600-39100 + Grade Pay of Rs 6600) in the Ministerial Executive Cadre (Steno) by corresponding reduction of 3 posts of DySPs Pay Scale (Rs 9300–34800 + Grade Pay of Rs 4800) in the same cadre.
The Cabinet also approved creation of 3 posts of Superintendents of Police Pay Scale (Rs 15600-39100 + Grade Pay of Rs 6600) in the Ministerial Executive Cadre (General) by corresponding reduction of 3 posts of Inspectors Pay Scale (Rs 9300-34800 + Grade Pay of Rs 4280) in the same cadre.
