BUDGAM: The aim and objective of Panchayat Raj system is to ensure availability of administrative apparatus at grass roots for the convenience of needy and downtrodden.
This was stated by the Minister for Rural Development, Panchayat Raj, Law and Parliamentary Affairs, Mr. Ali Mohammad Sagar while inaugurating Orientation Course for newly elected Panchs and Sarpanchs at Conference Hall, Budgam. The training course started today and will continue till January 31, 2012. He said that 850 such Orientation Courses are being conducted across the State to impart training to 33,847 Panchs and Sarpanchs of 4128 Panchayat Constituencies at the concerned Block headquarters by the experts.
Mr. Sagar said Sher-i-Kashmir Sheikh Mohammad Abdullah envisioned abolition of autocratic rule and empowering people adding that coalition government is committed to strengthen the Panchayat Raj Institutions in the State by empowering them as envisaged by Constitution. He said that Chief Minister, Mr. Omar Abdullah always stressed on devolution of power ensuring rural development. He informed that government has approached central government for training of 1000 elected panchs and Sarpanchs in various states of the country. He urged the panchs and Sarpanchs to use the powers delegated to them judiciously keeping in view the welfare of people.
The Minister appreciated the administrative and leadership qualities of District Development Commissioner, Budgam, Mr. Mohammad Rafi and especially for implementing centrally sponsored schemes in rural areas.
The course coordinator and expert in rural development Prof. Shahnawaz Alam acquainted panchs and Sarpanchs with Panchayati Raj Act, delegation of powers and rural development and welfare schemes.
Present on the occasion, were DDC Budgam, Mr. Mohammad Rafi, Director Rural Development department, Mr. Jehangir Mir, SSP Budgam, Uttam Chand, 40 newly elected panchs and Sarpanchs of block Budgam besides officers/officials of Rural Development department Budgam. (KMW News)Â
