Srinagar: Jammu and Kashmir Legislative Assembly speaker Mohammad Akbar Lone said the resolution, seeking mercy to Parliament attack convict Afzal Guru has lapsed.
The resolution was moved by independent member from Langate Sheikh Abdul Rashid, which was listed in the house business today.
Talking to reporters after adjourning the house for the day, Mr Lone said since the resolution did not come up for discussion it has automatically lapsed.
He said as per rules the business is fixed for each day and the resolution on Afzal Guru was listed for today.
However, due to protests by Bhartiya Janata Party (BJP) and Congress members, who were levelling charges and counter charges against each other, “I had no option but to adjourn the house first for 30 minutes and 60 minutes and later for the entire day,” the speaker said.
But, Mr Lone said Er Rashid can approach him again to include his resolution in the business on any other day during the session.
However, he made it clear, “I cannot go against the rules. If rules and constitution permits me to include his resolution again, I will consider it,” he said.
About the protests in the house, he said, he has nothing to do with any party, including National Conference since he is a speaker who belongs to each member of the house.
