PDP-BJP Coalition Coordination Committee sketches out governance roadmap

JAMMU, MARCH 28(KMW): Laying roadmap for the Government, the PDP-BJP Coalition Coordination Committee, which met here last evening under the chairmanship of the Dy Chief Minister Dr Nirmal Singh, has decided to kick-start various pioneering initiatives aimed at general reforms in governance, establishing efficient systems and strengthening institutions of deliverance and probity.
PDP President and Member Parliament, Ms Mehbooba Mufti, BJP State President and Member Parliament, Mr Jugal Kishore Sharma, MPs, Mr Muzaffar Hussain Beigh, Mr Shamsher Singh Manhas and State Cabinet Minister, Choudhary Lal Singh, Mr A R Veeri and Mr Naeem Akhtar were present in the meeting. Two other members of the Committee, Mr Tariq Hameed Karra and Thupstan Chhewang MPs, couldn’t attend the meeting as they were out of station.
It was decided in the meeting that tangible political and administrative measures would be taken by the PDP-BJP coalition government so that the people feel the change at the cutting-edge level. These would include short, medium and long-term interventions and reforms at various levels in the government and the delivery of governance so that the landmark initiatives enumerated in the PDP-BJP coalition’s Agenda of Alliance are implemented in time-bound manner.
The meeting decided that the government would instantaneously do away with red-tape in issuance of revenue documents including state subject certificates etc and the same would be issued in a time-bound manner. This would also apply to issuance of rations cards, birth and death certificates, university and board certificates, building permissions and other such documents. The government departments must act as facilitators and ensure issuance of such documents in prescribed time-frame, the meeting observed.
It was also decided in the meeting that a transparent and fair recruitment policy would be put into place to do away with the practice of arbitrary and discretionary engagements even while making even temporary/contractual arrangements in government departments and public sector undertakings.
The meeting decided that the Government would devise a transfer policy under which the postings would be tenure-based so that optimum utilization of human resource is made involving minimum inconvenience. It was also decided in the meeting that touring of officers would be made mandatory to improve governance and ensure redressel of public grievances at the grassroots level.
Expressing concern over traffic congestion especially in the capital cities of Jammu and Srinagar, and on Jammu-Srinagar National Highway, the meeting decided that the Government would take immediate measures to streamline the vehicular movement so that the people get much-needed relief.
The meeting decided that educational and healthcare institutions, especially in the remote areas of the State, would be made fully functional through rationalization and deployment of staff.
It was decided in the meeting that the Government would regulate the mechanism for issuance of licenses and permits to prevent mushrooming of unauthorized institutions in education other sectors.
The meeting further decided that there would be overall review of the deployment of security personnel with the protected persons so that disproportionate use of resources is curbed. Similar, measures would be taken while making allotment of government accommodation so that all such facilities are got vacated from the possession of the unauthorized occupants and future allotment is made norm-based.
The meeting decided that a proper mechanism would be devised to ensure round-the-year availability of rations and other essential commodities to the people, especially in the far-flung areas.
