SRINAGAR: The Jammu and Kashmir Police is introducing a new health care scheme “carepol’’ for its jawans and officers. Modalities for the scheme were discussed in a high level meeting held at PHQ here the other day under the chairmanship of Director General of Police (DGP), Mr. K. Rajendra Kumar.
Addressing the meeting, the DGP apprised the officers that in view of increasing manpower, need for a full-fledged health care scheme was felt to benefit police personal and their families. He said that the scheme would operate under J&K Police Health Welfare Trust registered under Trust Act. All personnel of the Jammu and Kashmir Police Organization would be covered under the new scheme.
Giving further details, Mr. Rajendra said that the aim to introduce the new scheme is to provide in patient and out patient medical care for notified ailments to the members of police parivar and their families. Initially corpus money would be generated by getting loan from the police parivar fund and all the members of the force would contribute at different rates on monthly basis towards the Trust. Cashless treatment would be provided to the members and their families in the network hospitals recognised by the state government under civil services, Medical Attendance-cum-Allowance Rules. He said that the benefit of the scheme could be extended to the widows and minor children of police personnel, died in harness.
The Additional Director General of Police (Headquarters), Dr. S. P. Vaid, who has been instrumental in formulating the proposed scheme said that the scheme is operational in various police forces in the country and has proved effective to provide a financial support to its members and their families in arranging cost of treatment.
During the meeting, he disclosed that after going through these schemes and making a countrywide survey, it was felt that the scheme could provide support to the personnel of JKP and their families. He said that the scheme is under debate and suggestions have been sought from different corners to make the scheme more beneficial and result oriented. He said that the proposed Trust would have 11 Trustees including a permanent Trustee. The Trust would function under the overall supervision of DGP, a permanent trustee and ex-officio chairman assisted by ADGP (Headquarter) as Ex-Officio and Vice Chairman of the Trust. AIG (Welfare) PHQ would be chairperson of the Trust and other trustees would be nominated for a term of two years.
He said that either the help of a Nodal Agency would be taken or a Health Cell created within the department. The Cell/Agency whichever is applicable/available as per J&K Government Medical Attendance-cum-Allowance Rules at that particular juncture, would help in settling the claims of reimbursement.
AIG (Welfare) PHQ, Mr. R. S. Sambyal also gave a detailed power point presentation in the meeting highlighting the aspects of the scheme presently in force in various states of the country. The points raised by the AIG were discussed upon by the participants.
After detailed deliberations, the meeting constituted a high power committee headed by Additional Director General of Police, Mr. D. R. Doley with other five members, Mr. Arun Kumar Choudhary IGP, Mr. Sunil Kumar Sharma IGP, Mr. Sunil Dutt SSP, Mr. Ranjit Singh Sambyal, AIG (Welfare) PHQ and Mr. Bashir Ahmed Shah, Administrative officer (PHQ).
The Committee after discussing various matters at different levels would submit its recommendations to formulate a comprehensive scheme for adoption. The officers present in the meeting gave their valuable suggestions and decided in one voice that the scheme should be totally employee friendly and a time bound procedure should be formulated for the settlement of claims so that the members would not face any inconvenience in getting the benefit.
Among other, the meeting was attended by ADsGP, Dr. Ram Lubhaya and Mrs. D. R. Doley, IsGP, Mr. S. M. Sahai, Dr. B. Srinivas, Mr. A. K. Choudhary, Mr. Deepak Kumar, Mr. Rauf-ul-Hassan, Mr. M. Sulaiman Salaria, Mr. Sunil Kumar Sharma, Mr. Alok Puri and Mr. A. Q. Manhas, DIsGP, Mr. Avtar Singh Bali, Mr. R. P. Resultra and Mr. S. A. Beig, AIsGP (PHQ), Mr. Ghulam Hassan Bhat, Mr. A. A. Kakroo and Mr. Shabir Ahmed, ADO (PHQ), Mr. B.A. Shah and other police officers.
