Major reshuffle in administration

Jammu: The cabinet on Tuesday ordered a major reshuffle in the administration transferring more than two dozens senior officers.The cabinet which met here under the chairmanship of Chief Minister, Omar Abdullah ordered posting of Mehboob Iqbal, IAS awaiting orders of adjustment in the General Administration Department as Commissioner Secretary to Government, PHE, Irrigation and Flood Control Department. GR Ghani, IAS Secretary in the Planning and Development Department was transferred and posted as Secretary to Government, Transport Department. Dr Arun Kumar, IAS, awaiting orders of adjustment after his return from study leave, was posted as Chairman, J&K Special Tribunal relieving Financial Commissioner, Revenue of the additional charge of the post.Ashok Kumar Angurana, IAS, Principal Secretary to Government, PHE, Irrigation and Flood Control Department has been transferred and posted as Principal Resident Commissioner, J&K Government, New Delhi relieving Additional Resident Commissioner, J&K Government, New Delhi of the additional charge of the post.Guldev Raj Bhagat, IAS Deputy Commissioner, Kishtwar was transferred and posted as Secretary in the Planning and Development Department vice GR Ghani while Saurabh Bhagat, IAS Special Secretary to Government, Information Technology Department was transferred and posted as Director, Technical Education Department, J&K vice Ajeet Kumar Sahu who has been posted as Deputy Commissioner, Poonch vice Kuldip Lal Khajuria.Saugat Biswas, IAS, Additional Secretary in the Governor’s Secretariat and ex-officio Additional Chief Executive Officer, Amarnath Ji Shrine Board has been recalled and posted as Additional Secretary to Government, Housing and Urban Development Department.Special Secretary to Government, Housing and Urban Development Department Showkat Ahmad Mir was transferred and posted as Deputy Commissioner, Ganderbal vice Dilshad Khan while Jaipal Singh, Deputy Commissioner Anantnag was transferred and posted as Director Youth Services and Sports.Mohammad Afial Bhat, KAS Deputy Commissioner, Pulwama was transferred and posted as Director Local Bodies Kashmir vice Farooq Ahmad Renzu while SA Laherwal, Director General, Youth Services and Sports was transferred and posted as OSD in the Transport Department.Shafaat Noor, Director Employment was transferred and posted as Deputy Commissioner, Pulwama vice Mohammad Afzal Bhat while Kifayat Hussain Rizvi, Vice-Chairman, SDA was posted as Deputy Commissioner, Anantnag vice Jaipal Singh.Deputy Commissioner, Ganderbal, Dilshad Khan, was transferred and posted as Vice- Chairperson SDA while Farooq Ahmad Renzu, Director Local Bodies, Kashmir, holding additional charge of Director Information was transferred and posted as Director, Information on full time basis.Deputy Commissioner Poonch, Kuldip Lal Khajuria, was transferred and posted as Special Secretary to Government, Housing and Urban Development Department vice Showkat Ahmad Mir.Director Area Planning and ex-officio Special Secretary to Government, Planning and Development Department, Mohammad Hussain Malik, was transferred and posted as Deputy Commissioner Kishtwar Guldev Raj Bhagat.Abdul Rashid awaiting orders of adjustment in the General Administration Department has been posted as Director, Employment vice Shafaat Noor.Joint Director Information Kashmir, Farooq Ahmad Lone, was transferred and posted as Director, Agriculture, Kashmir relieving Director, Horticulture, Kashmir of the additional charge of the post.Sub-Divisional Magistrate Bhaderwah, Yasha Mudgal, was transferred and posted as Project Director Sarva Shiksha Abhiyan against an available vacancy while Anu Behl, awaiting orders of adjustment in the Revenue Department after her stop-gap placement on a higher post, has been transferred and posted as Assistant Commissioner, Nazool, Jammu in her own pay and grade vice Pawan Kumar.Sub-Divisional Magistrate Bhawan-Katra, Shyam Vinod Meena was transferred and posted as Sub-Divisional Magistrate, Bhaderwah vice Yasha Mudgal while Director Libraries, Bashir Ahmad Bhat was transferred and posted as Project Director, Rashtriya Madhamik Shiksha Abhiyan. Director Archives, Archaeology and Museums was asked to hold the additional charge of the post of Director, Libraries till further orders.Assistant Commissioner Nazool, Jammu, Pawan Kumar was transferred and posted as Sub-Divisional Magistrate, Bhawan-Katra vice Shyam Vinod Meena.Ghulam Rasool, CEO, Zanskar Development Authority was transferred and posted as Additional Secretary to Government, Cooperatives Department against an available vacancy.Sources told KNS that the cabinet also gave sanction for the creation of 103 posts of physiotherapists. “The cabinet also gave consent to Energy Conservation Bill and Stamp Duty Law,” they added.The Cabinet also approved grant of RBA status in favour of eleven villages in the State which include Batwina in Ganderbal, Baripora in Budgam, Gund Tankipora in Kulgam, Laribar in Pulwama, Srail Chua in Udhampur, Dharalta in Kathua, Sangla in Poonch, Rakiban in Rajouri, Chotipora in Shopian, Panzgam in Pulwama, Kralmad including hamlets Har Kralmad and Wavothora in Anantnag.The Cabinet also approved creation of 88 posts of different categories in Home Guards. It also approved creation of posts of Physiotherapists both in Kashmir and Jammu Health Services.The Cabinet also approved design and construction of Auto mechanically operated Gated Barrage having approximate length of 370 meters and height 4 meters with sluice Gates across River Tawi with RCC base for creation of poundage at Belicharana, Jammu on EPC basis. The Cabinet also approved nine cases regarding use of forest land for non-forest purposes.
