Interlocutors favour dilution of central authority in J&K

New Delhi: The three interlocutors appointed by the Centre on Jammu and Kashmir have sought dilution of the Government of India’s authority in the state and called for review of all Central Acts and Articles of the Indian Constitution extended to the state after the 1952 agreement.

The report also calls for re-appraisal of Article 370 because of its ‘erosion’ over the past decades, a fresh financial agreement between the Centre and the state for J&K’s economic self-reliance and review of the Disturbed Areas Act and the Armed Forces Special Powers Act (AFSPA) as new confidence-building steps.

Stopping short of directly recommending a pre-1953 position, the report says no more central laws and Articles of the Indian Constitution should be extended to the state by Presidential order.

“This does not mean a pure and simple return to the pre-1953 situation. The clock cannot be set back. Instead, the Group wants such a review to take into full account the changes that have taken place over the past six decades,” the report which was released today, says.
