Government to have new comprehensive surrender policy: IGP Munir Khan

Srinagar, Nov 16: Inspector General of Police Kashmir Zone, Munir Khan Thursday said that government is keen to have a surrender policy for militants.
“This surrender policy will not be limited to those militants who arrive here from other part of Kashmir but also for those who are active in this part of Kashmir. This surrender policy will be for both the categories of militants,” Khan said while responding a question.
He was addressing a press conference here in Police Control Room Srinagar where two out the three arrested militants were presented before the reporters. “We can’t produce the third militant as he is undergoing treatment but is out of danger,” he told reporters.
“I appreciate my Forces for taking care of the militant Shams Waqar who was arrested when he was on the verge of death. The same troopers took care of him and admitted him to hospital, who had lost one of their friends in militant assault,” Khan said.
He said that police will compile their recommendations to the government with regard to surrender policy and it will hopefully be implemented very soon.
“We will encourage militants to surrender. They are welcome and we will take care of them,” he said.
Responding to a question, IGP Kashmir said that youth are driven to militancy because of the influence of social media and religious factors.
“Besides Pakistan, social media and religion have been playing major role in driving youth to militancy. We will still try to know and would like to have a debate on the issue and try to find out what is the major driving force that encourage youth to join militant ranks,” he said.
Munir Khan said that due to presence of more local militants in South Kashmir, youth are joining militant ranks in large number in the region than the North Kashmir where the number of local militants is minimal.
Responding to a question, IGP said that operation at Waltengu Qazigund is still in progress. “As per our sources there are three militants still present in the area, two are foreigners and one is a local militant,” he said. (CNS)
