SRINAGAR: A two day seminar on Disaster Management was inaugurated today at Government College for women, MA Road, Srinagar. The training programme in which students and faculty of the college participated is sponsored by Urban Risk Reduction Project , Government of India and organized by the Divisional Management , Kashmir in collaboration with Civil Defense Organization, Srinagar.
While taking cognizance of recent media reports about earthquake all the participants said that instead of panic reaction, it is always better that we should prepare ourselves for any natural calamity in an organized manner.
Divisional Commissioner, Kashmir, Mr. Asgar Hassan Samoon, Director Information and Public Relations, Khawja Farooq Renzushah, Additional Deputy Commissioner, Mr. Mohammad Akber Ganai, DIG. Civil Defence, Home Guards and Auxillary Police, Mr. Mubark Ganai, Principal Government College for Women, Mr. Mushtaq Ahmad Wani, S.P.Traffic , Mr. Haseeb-ur-Rehman, Joint Director , Fire and Emergency Service, R.Y. Dubey, Secretary Red Cross, Abdul Jabbar Chakat,Professor IMPA, G.M.Dar and Co-ordinator Disaster Management, Mr. Amir Ali were present on the occasion.
In a key note address Divisional Commission, Dr. Asgar Ali Samoon said that there has been a paradigm shift in disaster management from rescue, relief and rehabilitation to planning, preparedness and mitigation . He said that the disaster management training should not be made an occasional ritual but needs to be mainstreamed. He said that the subject should be taught from primary to post-graduate level. He said that He said that a full fledged Disaster Management department and an Institute for Disaster Management needs to be put in place for which we need a legislation which in under the active consideration of the government . Dr. Samoon said that the government is considering training Panchs and sarpanch in disaster management also. Mr. Samoon said that the core word for the better and organized disaster management is the coordination among the line departments.
Mr Renzushah while addressing the seminar said that Jammu and Kashmir’s history is witness to the apt handling and quick response of people to all kinds of disasters both natural and man-mad. He said that instead of panicking we should prepare for such disasters in a proper and organized manner. He said that in recent past similar prediction was made in Kashgar and East Turkistan and heritage sites were vandalized in the garb of preparedness which is lamentable.
