Leh, January 22 Dr. Pawan Kotwal, Advisor to the Lieutenant Governor of UT Ladakh and Chairman of Sindhu Infrastructure Development Corporation (SIDCO), chaired the 5th Board of Directors (BoD) meeting of SIDCO at the VC Hall Secretariat in Leh. The meeting highlighted strategic planning and key initiatives to enhance SIDCO’s financial sustainability and drive development in Ladakh.

The meeting commenced with a welcome address by Bhupesh Chaudhary, Managing Director of SIDCO, who provided an in-depth overview of the corporation’s ongoing projects, achievements, and challenges. He emphasized SIDCO’s vital role in driving sustainable development in Ladakh and laid out a comprehensive agenda for discussion.

 Key agenda points included the construction of Ladakh Bhawan in Chandigarh, which was aimed at catering to the welfare and logistical needs of the people of Ladakh. This project seeks to provide a centralized facility, enhancing the overall quality of life and convenience for the Ladakhi community. Discussions also focused on proposals to introduce public transport operations in Ladakh to improve connectivity. The board approved the proposal for running public transport operations in Ladakh by operating Hydrogen Fuel Cell Electric Buses through SIDCO, with further discussions and a detailed presentation to be made before finalizing the MoU with NTPC; NTPC will hand over the buses to SIDCO after completing documentation, with revenue sharing discussions to follow. The need to update the Board of Directors’ details on the MCA portal due to recent transfers and the joining of new Secretaries.

Further deliberations addressed pressing issues related to J&K SC ST & OBC Development Corporation in Leh and Kargil. The Board resolved to adopt all agenda points related to the J&K SC ST & OBC Development Corporation and authorized the Managing Director to proceed with the General Loan Agreement and Rs 30 Cr Government Guarantee signed with NMDFC, NSTFDC, NDFDC, and NBCFDC.

Additional topics of discussion included operational and HR matters at the SIDCO head office, the establishment of the SIDCO Energy Hub, delegation of financial powers for streamlined decision-making, classification of existing buses for roadworthiness, and SIDCO’s progress toward self-sufficiency. The presentation highlighted the corporation’s significant milestones, its challenges, and a strategic roadmap for future initiatives. The meeting underscored SIDCO’s commitment to fostering growth, enhancing public infrastructure, and promoting sustainable development across Ladakh.

Actions taken since the 5th BoD meeting were reviewed during the meeting, and ongoing projects were evaluated to ensure their alignment with SIDCO’s vision. Discussions focused on optimizing resources, improving efficiency, and identifying investment opportunities. The Board explored innovative technologies and sustainable practices to support environmentally conscious development in Ladakh. Dr. Kotwal emphasized the need to preserve Ladakh’s natural beauty while embracing modern infrastructure to create a balanced approach to progress.

The meeting also discussed a detailed action plan outlining key milestones and timelines for upcoming projects. The Board members actively participated in deliberations, contributing to informed decision-making and collaborative strategies.

The 5th BoD meeting concluded with a renewed commitment to SIDCO’s mission of fostering economic growth and social well-being in Ladakh. Dr. Kotwal expressed confidence in SIDCO’s ability to transform Ladakh into a model of sustainable development while maintaining its unique environmental and cultural identity.

The meeting was attended by, Micheal D’Souza, Administrative Secretary GAD; Bhupesh Chaudhary, Managing Director, SIDCO, Ladakh; General K Narayanan, Senior Consultant (Ladakh) NITI Aayog; Dr. Safdar Ali, General Manager, Finance SIDCO; Sonam Norbo,Senior Manager SIDCO; Er. Tashi Namgyal, Executive Engineer, SIDCO; Dr. Owais Qadir Jaan, Accounts Officer SIDCO; Stanzin Pasang, District Manager SIDCO Finance (SCST &OBC wing); Er. Mohd Hussain, Traffic Manager SIDCO Transport. The officers stationed outside attended the meeting virtually.
