CS lays emphasis on training and capacity building in Govt. departments

JAMMU: In order to review the implementation of training programme for all government employees for capacity building, a high level meeting was convened at Civil Secretariat here today. Chief Secretary, Mr. Madhav Lal presided.
The training programme is being sponsored by Department of Personnel & Training (DOPT).
Under this training programme a momentum of understanding has been signed between IMPA and DOPT whereunder departments like Education, , Health , PHE, Labour and Employment, Rural Development, Revenue have been selected in the first phase for training officers of these departments in two districts of the state namely Srinagar in Kashmir and Kathua in Jammu division.
In the first instance these state departments will nominate one state level and only provincial level nodal officer/official for liaising with Nodal officer of IMPA.
These government departments in first instance will nominate about 25 to 30 officers for getting training as resource persons by IMPA both at Jammu and Srinagar. Those departmental resource persons trained by IMPA shall further impart training to the offices/officials of their respective departments in the districts of Kathua and Srinagar. Thereafter remaining districts shall also be covered in a phased manner so as to impart training to all the officers/officials in all the districts.
Chief Secretary appreciated the lead for imparting training to all the government employees for capacity building and suggested that IMPA should arrange experts for training the resource persons from reputed NGOs and specialized institutions of government as well as from other organizations like Universities and also retired persons who are expert in these fields in which the training should be given by IMPA to resource persons. He also exhorted that the implementation of this programme needs to be reviewed every quarterly. He further advised the administrative secretaries of the concerned line departments to suggest to IMPA for including any other topic or subject which they feel needed to be inducted in the training programme for resource persons. He further advised that while training resource persons, it would be ensured that the officer trained are made well aware about their domain knowledge so that they can properly ensure timely delivery of services to the people in a satisfactory manner.
Among others Director General IMPA, Dr. R.K. Jerath, Commissioner/ Secretary GAD, Mr, M.S. Khan, Commissioner/Secretary, Health and Medical Education, Mr. G.A. Peer, Commissioner Secretary Education, Mrs Naseema Lanker, Commissioner/Secretary, Social Welfare, Mr. Jeet Lal Gupta, , Commissioner/Secretary, Revenue, Mr. Isfandyar Khan, Deputy Commissioners of Kathua and Srinagar and Assistant Professor IMPA, Srinagar, Dr. Vijay Kumar also attended the meeting.
