Chief Secretary chairs review meeting on Unified Beneficiary Portal

Leh, 29 January 2026: The Chief Secretary of the Union Territory of Ladakh, Shri Ashish Kundra, today chaired a review meeting to assess the progress and implementation of the Unified Beneficiary Portal (UBP).

During the meeting, Administrative Secretary Smt Shashanka Ala gave a comprehensive presentation on various components of the portal, including the beneficiary registry and Family ID system, the creation of Beneficiary IDs, the categorisation of beneficiaries under the silver and gold tiers, eligibility management, and other related modules aimed at streamlining welfare service delivery.

The meeting also deliberated on the General Ledger Account (GLA) details and the Unified Beneficiary Portal Platform (UBPP) services designed for scheme-owning departments to ensure better financial tracking, transparency, and efficient scheme management.

Shri Kundra reviewed the analytics dashboard from the scheme owners’ perspective, along with the functionality of the e-Seva portal. 

Emphasising citizen convenience and digital integration, the Chief Secretary directed that all beneficiary-related documents be made available through Digi Locker.

He further instructed that the e-Seva platform be integrated with WhatsApp to facilitate easier access to services, real-time updates, and improved outreach to beneficiaries.

The meeting was attended by Commissioner Secretary Dr L. Franklin; Administrative Secretaries, Sanjit Rodrigues, Bhupesh Chaudhary, Shashanka Ala, Bhanu Prabha, Michael M. D’Souza, and Rudra Goud; Deputy Commissioner, Kargil, Rakesh Kumar; Additional Deputy Commissioner, Leh, Ghulam Mohammad; Heads of Departments, and other senior officials.
