Chief Secretary chairs review meeting on Social Welfare & Tribal development

Leh, 06 February 2026: The Chief Secretary of the Union Territory of Ladakh, Shri Ashish Kundra, today chaired a comprehensive review meeting of the Social & Tribal Welfare Department to assess organisational structure, manpower position, and the implementation status of various welfare schemes and missions.

During the meeting, Administrative Secretary, Social Welfare & Tribal Affairs Department, Shashanka Ala, presented a detailed overview of the organisational structure and reporting framework of the department, along with a summary of the existing manpower position.

The Chief Secretary reviewed the manpower deployment in detail and examined its adequacy for effective service delivery across the UT.

The meeting also reviewed the schemes and missions being implemented by the Social Welfare & Tribal Affairs Department. Under Mission Poshan, facts and figures related to Anganwadi infrastructure, service coverage, availability of basic facilities, and the nutritional status of beneficiaries were discussed.

During the review, the Chief Secretary examined the proposal for an increase in the monthly honorarium of Anganwadi Workers, emphasising the need to further strengthen frontline service delivery, including the Mission Vatsalya, Mission Shakti and Pradhan Mantri Matru Vandana Yojana (PMMVY).

Further discussions were held on Dharti Aaba Janjati Gram Utkarsh Abhiyan, focusing on key priority areas and outcomes.

Initiatives undertaken by UT-Ladakh in the areas of skill development and employment generation, institutional strengthening, capacity building, and early childhood screening, UT-funded schemes for Persons with Disabilities (PwDs) and the student support and social security coverage, including scholarships, student assistance programmes, and social pension schemes.

The Chief Secretary reviewed in detail the REWA schemes, student scholarship programmes, and integrated social security schemes, including old-age pension beneficiaries. He also discussed key challenges and support requirements under Mission Poshan, Mission Vatsalya, and Mission Shakti.

Concluding the meeting, Shri Ashish Kundra directed the department to organise capacity-building workshops in both Leh and Kargil districts to strengthen implementation and coordination at the grassroots level.

The meeting was attended by the Administrative Secretary, the Social & Tribal Welfare Department, Shashanka Ala; District Social Welfare Officer, Leh, Mohd Safdar Bhat; DPO, ICDS Leh, AG Zargar; and concerned officers and officials.
