CEC Kargil Inspects Ongoing Works at Parkachik, Khaus; Announces Key Development Measures for Local Welfare

Kargil, July 20: Chairman and Chief Executive Councillor (CEC), LAHDC Kargil, Dr. Mohd Jaffer Akhoon today conducted an extensive inspection of the ongoing works at the Parkachik-Khaus Irrigation Canal constructed via a tunnel, aimed at enhancing irrigation facilities and ensuring sustainable water management for local agriculture.

During the visit, the CEC personally entered the under-construction tunnel along with the concerned departmental heads. He appreciated the commitment of engineers working on site and encouraged them to maintain high quality standards and expedite the project. The engineering team assured the CEC that the tunnel work is progressing well and will be completed soon.

Expressing satisfaction, the CEC said that witnessing the progress of such significant and impactful projects brings him heartfelt joy and reflects LAHDC Kargil’s commitment to public service and development.

Regarding the canal works—which had been damaged due to floods—the department informed that the base work has been completed, and emergency water flow will be restored within a week. Dr. Akhoon commended the concerned department and on-ground teams for their dedication and consistent efforts.

To ensure the long-term maintenance and strengthening of the canal infrastructure, the Hon’ble CEC informed the public that a Detailed Project Report (DPR) has been submitted, and the proposal will be included in the District CAPEX Budget for the financial year 2026–27.

During the interaction, local residents also raised concerns regarding pending land compensation issues. The CEC directed Executive Engineer SVD Sankoo and Naib Tehsildar Taisuru to resolve the matter at the earliest. He stressed that both compensation and land demarcation should be carried out on a priority basis.

The villagers also requested the construction of a link road from Imam Jaffar Musallah to Ranthak, to which Dr. Akhoon responded positively and directed the Executive Engineer SVD Sankoo to submit a DPR after confirming land availability.

The Nambardar and villagers of Parkachik extended gratitude to the CEC, local Councillor, and departmental officials for their proactive approach and continued support for public welfare. The CEC further promised to address the issue of fodder shortage by allocating funds under the Disaster Management head.

Dr. Akhoon also visited a site facing severe soil erosion, which had caused considerable damage to nearby areas. Taking immediate cognisance, the CEC proposed ₹5 lakh from the Untied Fund for emergency, temporary channelisation of the river water to reduce erosion caused by the heavy water flow.

The Hon’ble CEC also met with the villagers of Tsokjuk Yokma, Parkachik, who raised serious concerns about debris (malba) being dumped on their land during highway construction and the construction of a brace wall (jali) that has obstructed their traditional livestock routes. The villagers explained that due to the height and length of the wall, they are now forced to take long detours to graze their cattle and goats.

Taking prompt action, the Hon’ble CEC immediately contacted the Manager of Topline PMU over the phone and directed that the malba be cleared without delay. Additionally, for long-term redressal, Dr. Akhoon spoke directly with the General Manager, NHIDCL, and urged a practical and timely solution to ensure ease of movement for the affected villagers.

The Hon’ble CEC was accompanied by Chief Engineer PHE/I&FC Haji Abass, Executive Engineer SVD Sankoo Syed Mehdi, Assistant Executive Engineer Mohd Sadiq, and Naib Tehsildar Taisuru Mohd Abass Wazir.

Later, Dr. Akhoon, along with Executive Engineer SVD Sankoo, visited Sangrah to inspect the old iron bridge and the Sangrah link road project. He issued strict directions to the department to ensure timely completion of the work while maintaining the highest quality standards.
