Kargil, September 10: Chairman and Chief Executive Councillor (CEC), LAHDC Kargil, Dr. Mohd Jaffer Akhoon, today chaired a review meeting at the Council Secretariat to assess the physical and financial achievements under the District CAPEX Budget 2025–26.

The meeting primarily focused on addressing challenges and initiating corrective measures to ensure effective and timely expenditure ahead of the anticipated deadlines of September 23 (early expenditure target) and October 10 (final deadline).

The meeting was attended by Executive Councillor Er. Punchok Tashi; Executive Councillor Kacho Mohammad Feroz; Executive Councillor Zakir Hussain; Executive Councillor Aga Syed Mujtaba Mussavi; Deputy Commissioner/CEO, LAHDC Kargil, Rakesh Kumar; Chief Controller Finance, Iftikhar Hussain; Chief Planning Officer/Joint Director Planning and  Chief  Engineer, PHE, Mohammad Abass; Superintending Engineers of PHE, I&FC, and  Project Officer Wages (ACD) Kargil; Executive Engineers of SVD, R&B, I&FC, PHE, REW-RDD, EPD, KDA, and ZDA Kargil; as well as officials from PWD Zanskar (virtual), PHE & I&FC Zanskar, the District Soil Conservation Office, the Deputy Director Command Area Development Kargil, and all BDOs of Rural Development Department (virtual).

During the meeting, Joint Director/CPO Kargil, Abdul Hadi, presented a detailed report on the physical and financial progress achieved by various departments under the CAPEX Budget till date.

It was informed that the UT Administration has approved a total allotment of approximately ₹2,55,26,00.00 lakhs under the CAPEX Budget for FY 2025–26. Out of this, an expenditure of ₹1,15,55,7373—amounting to 45.27%—has been achieved till date.

Addressing the gathering, Honble CEC Dr. Akhoon urged all departments and executing agencies to intensify their efforts to achieve maximum expenditure at the earliest. He stressed the need for dedication, honesty, and collective responsibility in implementing projects to ensure public welfare and the creation of durable assets.

The Honble CEC reviewed the progress of both ongoing and new projects in engineering and non-engineering sectors. The status of works, departmental issues, and project-related challenges were discussed in detail. Departments including PWD (R&B), I&FC, Health, PHE, RD&PRD, Education, KDA, Mechanical Engineering, Agriculture, and PDD presented their progress and concerns.

Dr. Akhoon directed all sectoral officers to expedite the execution of works, maximize the utilization of allocated funds, and ensure timely commencement of developmental projects. He emphasized avoiding unnecessary delays and achieving the UT Administration’s target of 80% expenditure to secure an additional allocation of ₹90 crore for the next fiscal year.

The CEC extended his gratitude to the Executive Councillors and executing agencies for their continued commitment towards the district’s development. He called for close coordination and joint efforts among all departments to ensure visible results on the ground and the creation of tangible public assets for the people of Kargil.
