Rs 2229Cr project To Become Reality Soon
Srinagar: Mush to the joy of power starved Jammu and Kashmir, Central Electricity Authority has cleared decks for work on the much awaited 450 megawatt phase-II of Baglihar hydro electric project over river Chenab.
Official sources told Press Bureau of India that CEA has agreed to issue techno-economic clearance certificate to Jammu and Kashmir State Power Development Corporation (JKSPDC), the executing agency for the state-sector power projects, for completing the Rs 2229 crores projected at Chanderkote in Ramban district.
It was in April last when the state government approached the CEA with Detailed Project Report (DPR) for Techno-Economic Clearance for the project.
“After going through the scrutiny of DPR, the CEA expressed satisfaction over the requisite investigations and formalities completed by the JKSPDC,†the sources said.
After the clearance, the JKSPC now will have to incorporate suggestions and recommendations in the DPR and submit revised DPR to the CEA on the basis of which techno-economic clearance certificate will be issued, they said.
They said CEA has approved Rs 2228.87 crore cost of the project, which includes interest during construction and financial charges. They said that CEA has fixed 70 per cent loan component and 30 per cent equity. The project is likely to be completed in 50 months.
Pertinently, the CEA is a statutory organization which prescribes the standards on matters including construction of power projects to state and the central governments besides advising on technical matters related to power generation.
The construction of the Baglihar-II involves two types of works—civil and electro-mechanical. While later part would be taken care of by the M/S Siemens, the state government is likely to have consultations with New Delhi based Jayprakash Industries before commencement work on ground.
For Stage-II of the Baglihar, no separate dam would be required and the main works would include Power House, Head Race Tunnel, Tail Race Tunnel, Service Shaft, Pressure Shaft, Power House Complex and Switch Yard.
The project has already received environment clearance from 37th Expert Appraisal Committee (EAC) of the Union Ministry of Environment and Forests on the ground that no additional land is required for the Stage-II of Baglihar hydroelectric project.
Once completed, the project is likely to address the power requirements of the state to a larger extent.
