Negotiating Kashmir is the trickiest of jobs it needs a person with a versatile persona, who has negotiating skills, farsightedness and who understands Kashmir Case. Since Kashmir Dispute is the oldest unresolved dispute on UN Agenda and has assumed the shape International Conflict. Debating Kashmir at International Kashmir pro-freedom polity was desperately in need of person who can plead the role of Sir Zaffrullah Khan ( First Foreign Minister of Pakistan ) who made his historic speech at UN Security Council , lasting for five hours in favour of Pakistan in January 1948 when Kashmir was debated in UN Security Council , he succeeded in convincing the members of UN Security Council by arguments based on logic and reasoning that India had occupied the territory of J & K unlawfully. Therefore,Pro freedom polity of Kashmir needs another Sir Zaffrullah Khan who can plead the Kashmir Case and cause in right perspective in different fora of the world through the channels of International Diplomacy. Thus Kashmir International Conflict cannot be and could not be negotiated by any Tom, Dick and Harry of Kashmir Politics. All Parties Hurriyat Conference which is a political fort of Kashmir freedom Movement has intellectual personality like Professor Abdul Ghani Bhat who can take care of political developments but there was nobody to take care of International Diplomacy and International relations viz-a-viz Kashmir conflict.
A Big development took place in pro freedom polity of Kashmir on December 08, 2013, when a young, visionary and a seasoned leader who has knowledge of International diplomacy and Foreign Affairs, having negotiating skills, knowledge about the legal and constitutional background of Kashmir case and who understands Kashmir case law. This iconic person is none other than Engineer Hilal Ahmad War .He is the person who can plead the role of Sir Zaffrullah Khan of Kashmir.
The scientific and technological advancement in a miraculous manner has brought all the countries of world so much together and interdependent that the entire globe has shrunk and assumed the shape of a “global town†which can be annihilated at any time in a dramatic manner by the misuse of the technological development. That is why the global peace has become a vital and unavoidable necessity in order to save the subcontinent of India and Pakistan from the horrors of Nuclear War. Therefore, Engineer Hilal Ahmad War could play a role of a savior and an ambassador of peace for both India and Pakistan to avoid a nuclear war and pave the way for peaceful, honorable, viable and acceptable solution to Kashmir conflict.
 This young visionary has prepared a pill in the form of a ‘Roadmap’ to avoid any likelihood of war between India and Pakistan which can engulf the whole world . Logic and reasoning is his forte, but paradoxically, it is the same attributes that become his undoing. He is blunt, unsparing and vociferous, that makes him controversial. He does not approve narrow mindedness and believes that in an era of electronic revolution, one has view issues in a broad-based manner to achieve objectives. This young man who proudly says, Zulfikar Ali Bhutto, former Prime Minister of Pakistan is his political mentor and after the formation of Bhutto Memorial Trust, Hilal War became the real heir of political legacy of Z.A. Bhutto in Kashmir, has tremendous achievements.
Ever since the creation of Kashmir problem in 1947 none of the political parties from both sides of the control line has ever presented a solid, practicable and result oriented “Roadmap†for the resolution of Kashmir Dispute. To him credit goes, of presenting a first ever roadmap (containing 3- Point Formula, commonly known as ‘Hilal Formula’) for the resolution of Kashmir Conflict which is his one of the biggest achievements. Known for his vision and farsightedness coupled with political insight, disclosed his formula (Roadmap) before a healthy media on August 10, 1996 for the resolution of Kashmir problem and to avoid threat to South-Asian Peace. This Roadmap has received wide spread appreciation and recognition on global level.
The visible example of this is, starting of the ‘Goodwill Bus Service’, between both sides of the LOC. He is the architect and author of the concept of ‘Srinagar-Muzafarabad Bus Service’ and Cross LoC Trade .The first major acknowledgement came to his roadmap from the then British Prime Minister, Tony Blair, who sent an official letter to this young visionary virtually approving the formula and congratulating him on August 28, 2001, treated the his Formula worth consideration by referring it to Foreign Affairs Ministry (Commonwealth branch) for necessary examination.
He has authored three books one in Urdu and Two in English which includes a best seller book entitled “The Great Disclosures (Secrets Unmasked)†published by New Delhi based Publication House in the year 2005. The Great Disclosures created a controversy globally and has been released in many global countries including U.S.A, U.K. Pakistan, Germany, Iran etc. etc. He personally interviewed several personalities and got accesses to diaries of General Ayub Khan and Tika Khan. He has authored a booklet entitled “Realities behind Kashmir Problem†which discloses in nutshell the historical background of Kashmir problem as well as blunders committed by Pakistani politician while dealing with Kashmir problem. He has also authored a book in Urdu entitled “Qassay Jadojahad, which has not been published so far. His forthcoming books are, a) Global Ambitions of America; b) The man who assassinated Benazir Bhutto; c) Kashmir at UNO.
Engineer Hilal Ahmad War has launched the ‘Justice Brigade ‘in the year 2012 for the betterment of society. Mr. War says, when the crimes, Social evils, Drug Abuse, Hooliganism, and Injustice go unabated and unchecked the formation of the ‘Justice Brigade’ is the only way to check these social evils. Justice Brigade reaffirms to put best of efforts to eradicate the social evils which adversely impact the social fabric.
He has recently established a Private Alternate Dispute Settlement Centre known as “Dispute Settlement and Reconciliation Centre (DSRC) of which he is the Executive Director. The facility is first of its kind in entire Jammu and Kashmir.He is presently the Chairman of People’s Political Party (P) which is the constituent member of APHC led by Mirwaiz Umar Farooq. He is also the Chairman of Human Watch (South Asian Chapter) which is a social service and philanthropic organization.
In the historic Kashmir Struggle for freedom, is a person who completely surrendered himself to his people and cause, and that is Hilal Ahmad War. He is the person who didn’t had to adopt the movement of Kashmir freedom struggle but was brought up in an atmosphere where he was taught the history of oppressed nations in general and Kashmir in particular by his worthy father .
Undoubtedly, Hilal War’s persona has shined on all counts. He is the person who can save the sinking boat of Hurriyat Conference.
